International relations has always assumed that states act as a unitary actor and this book challenges that traditional assumption providing clear evidence by tracking the grand strategy of the United States and Great Britain during 1850-1930. He breaks his study into a look at grand strategy vis a vis the great powers and the periphery. Much of his work assumes a strong knowledge of domestic politics in both countries but for those who are fuzzy they can find summary charts giving an overview of strategic decisions but the more that you know during that time period the more you can focus on the niches in his argument. Overall the book can be described as nothing short of ground breaking for those who are students in IR theory especially if you have never looked beyond a glance at IR theory.
